The medium Expenditure Framework MTEF today stalled the presentation of the 2014 budget to a joint session of the National Assembly.

The long awaited 2014 budget presentation by President Goodluck Jonathan was stalled due to the absence of a harmonized position on the medium term expenditure framework MTEF.
The national assembly which recorded the presence of large number of security personnel was a shadow of itself as staff had been asked to resume work at 2pm following the anticipated visit of President Goodluck Jonathan who sent in a letter instead.
The non-appearance of the president dashed the hope of lawmakers who came out early in their numbers, dressed in their beautiful attire to receive the president.
Many described the postponement as a disappointment, others however argued that there are reasons that time would expose.
One outstanding feature of the day was the full capacity of both chambers of the House of Representatives and the senate, as the lawmakers made out time to be present for the 2014 budget presentation.
The senate president David mark and the speaker of the house of representatives right honourable Aminu Waziri Tambuwal read the letter from president Goodluck Jonathan stating that the MTEF Benchmark $76.5 per barrel by the senate, and $79 per barrel by the House of Representatives has made it impossible for him to present the 2014 budget to a joint session of the National Assembly.
The president had written the senate and the House of Representatives to grant him the slot of 12 noon on Tuesday 19th November, 2013 to enable him address a joint session of the National Assembly on the 2014 budget.
As each legislator left the chamber, the feeling of a delayed implementation of another budget was in the air.
